Summary:Since the middle of the 1990s, the cumulative balance in the Employment Insurance (EI) Account has steadily increased and today is regarded by most as excessive.
The purpose of this study was to recommend measures that would ensure that all future uses of the Employment Insurance program would be for the benefit of workers.
This report presents findings and recommendations on the following issues: employment insurance governance and the role of the Canada Employment Insurance Commission; the cumulative balance and safeguarding contributions; setting the EI premium rate; yearly basic insurable earnings exemption; return of over-contributions to employers.
